PERMIKOMNAS Issues Ultimatum to Roblox Over Failure to Protect Minors and Tolerance of Features Violating National Values
Jakarta, 9 March - The rising use of the digital gaming platform Roblox in Indonesia shows that the digital space has become an integral part of daily life, particularly for children and teenagers. However, amid its widespread use, various concerning features, content, and activities have emerged that contradict moral norms and national values.
The circulation of videos depicting inappropriate interactions between avatars—including sexually suggestive content (such as “threesome” avatar interactions) widely shared on social media—serves as clear evidence that the platform’s monitoring and moderation systems are not functioning seriously and responsibly. This situation is highly alarming, considering that the majority of the platform’s users are minors who should be protected from exposure to content and features that could damage their moral development and character.
The National Association of Informatics and Computer Students (PERMIKOMNAS) considers the tolerance of such features to be a serious form of negligence by the platform operator. Every digital platform operating in Indonesia is obligated to comply with applicable regulations, including provisions as an Electronic System Operator (PSE) and other regulations aimed at protecting the public in the digital space, especially minors.
Therefore, PERMIKOMNAS has taken a firm stance by issuing an ultimatum to Roblox’s management to immediately conduct a comprehensive cleanup of features, content, and user activities containing elements of pornography, violations of moral norms, and other activities that undermine the character of the younger generation.
If, in the near future, there are no concrete steps or serious commitment from the game platform to improve its moderation system and user protection measures, PERMIKOMNAS urges the Government of the Republic of Indonesia, through the Ministry of Communication and Digital Affairs and related institutions, to take decisive action, including:

Conducting a comprehensive evaluation of the platform’s compliance with PSE regulations in Indonesia.

Imposing heavy administrative and legal sanctions for any violations found.

Not hesitating to restrict or suspend the platform’s operations in Indonesia if it is proven to continue allowing features that violate prevailing norms and laws.
Fadli, Chairman of PERMIKOMNAS, emphasized that Indonesia’s digital space must not become a breeding ground for content that damages morality, undermines human dignity, and threatens the future of the younger generation. Every global platform operating in Indonesia must respect national laws, social norms, and the country’s foundational values upheld by its people.
If these obligations are ignored, then the platform should leave Indonesia’s digital space.
